A small plugin for GTA SA that fixes various issues.

Changes/options:

• Fixed not being able to crouch, drive-by or use the jetpack with less than 1HP
• Fixed falling off a bike sometimes healing you
• Fixed not being able to skip some cutscenes with Enter
